There is a huge difference between deactivating and deleting your Instagram account. To delete an Instagram account forever is different from deactivation as deleting is permanent but deactivation is temporal as you can return when you feel like so be careful what you want before you go through the delete process.
Deleting your Instagram account permanently must be done on a PC and not a phone. You can use your phone browser to access it but not your mobile app.
Below are the steps to take:

More in the bottom left, then click Settings

Click Accounts Center, then click Personal details.
- Click Account ownership and control, then click Deactivation or deletion.
- Click the account you’d like to permanently delete.
- Click Delete account, then click Continue.
